Section 111-A. Federal aid; state plan

  • 1.  The department is hereby
      designated as the single state agency to supervise the administration of
      the state's child support program provided for  by  this  title,  and  a
      single  organizational  unit  shall be established within the department
      for such purposes.
        2.  The department shall develop and  submit  a  state  child  support
      program  plan  as  required  by part D of title IV of the federal social
      security act to the federal department of health, education and  welfare
      for  approval  pursuant  to  such part in order to qualify the state for
      federal aid under such part.  The department shall act for the state  in
      any  negotiations  relative  to the submission and approval of such plan
      and shall make such arrangements as  may  be  necessary  to  obtain  and
      retain  such  approval  and  to secure for the state the benefits of the
      provisions of such federal act relating to child support programs.   The
      department shall promulgate regulations not inconsistent with law as may
      be necessary to assure that such plan conforms to the provisions of such
      part  and  any  federal  regulations  adopted  pursuant  thereto.    The
      department shall make all reports required by law to  be  made  to  such
      federal   department   in  the  form  and  manner  required  by  federal
      regulations.
