Section 19-1920. Liability of officers

In the absence of fraud, gross
  negligence or willful misfeasance, no officer or employee of the village
  or the town shall be held personally liable upon any claim arising  from
  the  dissolution of the village or any circumstances connected with such
  dissolution.
