Section 19-1901. Study committee and dissolution report

  • Prior to the
      approval of a proposition for dissolution, the village board of trustees
      shall appoint a study committee on the dissolution of the  village.  The
      study  committee shall include at least two representatives of each town
      or towns in which the village is situated and such representatives shall
      reside in the portion of such town or towns outside such  village.  Such
      committee  shall  organize  and  form  such  subcommittees  as  it deems
      necessary or desirable to undertake its report. It shall make  a  report
      to  the  village  board  of  trustees within the time period set by such
      board. A copy of such report shall also be sent to the supervisor of the
      town or towns in which the village is situated. The report shall address
      all  topics  included  in  a  plan  for  dissolution,  alternatives   to
      dissolution  and may propose a plan for dissolution for consideration by
      the village board of trustees. Prior to submission of the report to  the
      village  board  of trustees, the study committee shall hold at least one
      public hearing upon at least twenty days'  notice  to  be  published  in
      official newspapers of the village and town or towns.
