Section 3014. Laws repealed

Chapter  fifty-four of the laws of nineteen
  hundred twenty-nine,  entitled  "An  act  relating  to  motor  vehicles,
  motorcycles,  and  highway  traffic, constituting chapter seventy-one of
  the  consolidated  laws,  "  and  all  acts   amendatory   thereof   and
  supplemental  thereto,  constituting  the  vehicle  and  traffic  law as
  heretofore in force, are hereby repealed, except as  otherwise  provided
