Section 408. Allocation of funds for program year starting July first, nineteen hundred eighty-two

For the program year starting  July  first,
  nineteen  hundred eighty-two, the allocation of funds to be made for the
  above major program  elements  except  for  special  studies,  shall  be
  determined by the council.
