Section 21. Auxiliary powers of executive department

  • In aid of any powers
      vested in the governor under this article, or under  provisions  of  the
      state departments law relative to revision of departmental estimates and
      preparation  of  the  budget, he or any authorized representative of the
      division of the budget
        1. Shall have access, at all reasonable times,  to  offices  of  state
      departments  and  of divisions, bureaus and subordinates thereof, and to
      state institutions and public works.
        2. May examine all books, papers, records and documents  in  any  such
      office and institution.
        3.  May  require  any  state  officer, or head of a department or of a
      division or bureau therein,  or  officer  of  a  state  institution,  to
      furnish such data, information or statements as may be necessary.
        4.  May take and hear proofs and testimony, administer oaths, subpoena
      and compel the attendance of witnesses  and  compel  the  production  of
      books, papers, records and documents.
