Section 459-E. Technical assistance

To the extent that funds are available,
  the  department  shall  arrange  for  or provide technical assistance to
  residential  and  non-residential  programs  for  victims  of   domestic
  violence.   Technical assistance shall include, but shall not be limited
  to, budgeting techniques, fund raising and program management.
