Section 38. Commission for the blind and visually handicapped

The New
  York state commission for  the  blind  and  visually  handicapped  shall
  continue  to  exercise and perform its duties, as prescribed by law, and
  the regulations of the department subject to the supervision and control
  of the commissioner; and such  commission  shall  be  a  bureau  of  the
