Section 701. Federal aid; powers and duties of commissioner

  • The
      commissioner is authorized and empowered:
        (a) to receive and disburse pursuant to this article  the  federal-aid
      moneys  allotted  to  the  state  by  or  pursuant to the federal social
      security act or any other act of the congress making appropriations  for
      allocation among the states for maternal and child health services, care
      and treatment of children with physical disabilities and other state and
      local public health work;
        (b) on behalf of the state, to adopt, execute and administer plans and
      to  put  into  effect such measures as may be necessary for maternal and
      child health service, for  the  care  and  treatment  of  children  with
      physical disabilities, and for other public health work in the state;
        (c)  on  behalf  of  the  state,  to  make and execute such contracts,
      agreements, covenants or conditions, not inconsistent with law,  as  may
      be  necessary  or required by any duly constituted agency of the federal
      government as a condition precedent to receiving or in  connection  with
      such benefits and assistance;
        (d)  to  co-operate  with  all state or local authorities and agencies
      authorized under such acts of the congress to  carry  out  the  purposes
      thereof;
        (e) to adopt and from time to time to amend such rules and regulations
      and  to  prescribe such conditions, not inconsistent with law, as may be
      necessary to make available to the people of the state  the  relief  and
      assistance afforded by such act of the congress;
        (f) to enforce all of the provisions of this article and rules adopted
      pursuant hereto.
