Section 612. State aid; public nursing homes

State aid reimbursement shall be provided to counties and the city of New York at thirty-three and one-third per centum of the amount of money expended by a county or the city of New York for the construction and establishment or expansion of a public nursing home, which as used in this title means a county or in the case of New York city, a city institution, place, building or agency which maintains and operates an organized residential facility for the purpose of providing therein nursing care or medical supervision primarily to the needy, aged, sick, invalid, infirm, disabled or convalescent persons, provided however, that no state aid reimbursement shall be provided unless the governing body of such county or city of New York has received written approval of its public nursing home application for first year project construction from the department prior to April first, nineteen hundred eighty-two.
