  • 1. The center shall:
        (a)  Review  and  promote research to assist health care providers and
      health plans in identifying systemic problems in health care leading  to
      medical  errors  or  impairing  patient  safety  or health care quality,
      identifying appropriate quality improvement  strategies  and  developing
      and adopting health care best practices;
        (b) Serve as a clearing house of information for health care providers
      concerning quality improvement strategies and best practices; and
        (c)  Report  its  findings  and  recommendations  to  the governor and
      legislature, and  make  such  report  available  to  the  public  within
      twenty-four  months of the effective date of this section and reevaluate
      and update at regular intervals findings and recommendations.
