The commissioner shall prepare a report by December thirty-first, nineteen hundred ninety-five, and every two years thereafter which shall include a status report of each network in conjunction with the legislative commission on the development of rural resources, which shall contain a description of the various networks, their effect on cost, delivery, continuity, quality, and accessibility of health care services in rural areas, the effect of each network on existing providers and consumers of such services, as well as the effect on each community served. The commissioner may arrange by contract with an independent entity for the preparation of such reports including evaluation activities necessary to produce such reports. Such reports shall also identify laws, rules and regulations that should be adopted, repealed or amended in order to make it possible to properly and efficiently implement such networks in rural areas of the state. Such reports shall be made available and distributed to all network participants in the program, as well as to the governor, the legislature, the chair of the New York state rural health council and the chair of the legislative commission on the development of rural resources.
