Section 2892. Commissioner; powers and duties

  • The commissioner shall have
      the following powers and duties:
        (a) To conduct studies and surveys of  nursing  service  to  determine
      public  nursing  service needs and the extent to which such needs can be
      provided by homemakers, home health aides, licensed practical nurses and
      registered professional nurses.
        (b)  To  make  recommendations  to  nursing   service   organizations,
      hospitals,  nursing homes and home health agencies relating to personnel
      practices,  recruitment,  training,   conditions   of   employment   and
      compensation  for  the  purposes  of  improvement  of  the  quality  and
      availability of  nursing  service  and  making  more  effective  use  of
      existing nurse manpower.
        (c)  To  advise  the department of education as to the extent to which
      hospitals, nursing homes  and  home  health  agencies  are  suitable  as
      clinical facilities for the training of nursing service personnel.
        (d)  To  institute and operate refresher training programs for nursing
      service personnel.
        (e) To enlist in a nurse reserve those inactive nurses  interested  in
      returning to active nursing service.
        (f)  To  maintain  a  central  registry  of nursing manpower resources
      including, but not limited to, data concerning  registered  professional
      nurses and licensed practical nurses.
        (g)  To  institute  and  operate  a nurse manpower recruitment service
      including, but not limited to, a guidance and counseling service.
