Section 2799-A. Advisory committee

1. There is hereby established within the institute an advisory committee composed of thirteen members who shall be appointed in the following manner: two shall be appointed by the temporary president of the senate and one by the minority leader of the senate; two shall be appointed by the speaker of the assembly and one by the minority leader of the assembly; seven shall be appointed by the governor. The governor shall designate the chairman of the advisory committee. The members of the committee shall be representative of the public, clinical and research institutions, and local health departments. 2. The advisory committee shall be responsible for advising the commissioner with repsect to the implementation of this article and shall make recommendations to the institute for the purpose of carrying out the provisions of subdivision two of section two thousand seven hundred ninety-eight of this article. 3. The committee shall meet at least two times a year. Special meetings may be called by the chairman, and shall be called by him at the request of the commissioner. 4. The members of the committee shall receive no compensation for their services, but shall be allowed their actual and necessary expenses incurred in performance of their duties hereunder.
