Section 1389. Reports

The commissioner of health shall make an initial
  report to the governor  and  the  legislature  on  or  before  September
  fifteenth,  nineteen hundred seventy-eight of his progress and a further
  report to the governor and the legislature on  or  before  April  first,
  nineteen hundred eighty-one.
