Section 1654. Powers of directors

The directors may name an architect and such other officers and employees as may be needed, and fix their compensation; may prepare plans for financing, constructing, equipping and operating additional exhibition buildings, and office and administration building or buildings, besides the present manufacture and liberal arts building; and may execute such plans, to the end that such buildings may be erected and made available for office and administration purposes and for exhibits encouraging agriculture, arts, manufactures and trade, and shall be so far as is consistent with those ends self-liquidating and even helpful to the other operations now or hereafter carried on in connection with the state fair. In the exercise of those powers the directors may do the following things, among others, either directly or through officers and employees, and the following list of powers shall not be deemed complete or exclusive, or to deny the existence of other powers, whether similar or different, so long as they are reasonably necessary for accomplishing the purposes declared and indicated in this title: (a) Hold and manage the real property hereby conveyed to the authority, and any hereafter acquired by it, under any form of title or possession, and acquire, lease, erect, construct, equip, maintain and operate office, administration and exhibition buildings and facilities; and for such purposes acquire other real property, by agreement or by condemnation, including options and leases thereon as well as all other forms of acquisition, and to improve and equip the same, and to lease space and facilities and rights in the same, as may seem advisable; (b) Execute contracts, bonds, certificates of indebtedness and other obligations, and make them a lien upon the property held and the income to be derived therefrom and any part of either, and sell and dispose of its bonds or other obligations in such amounts and at such rates of interest as may be advisable. (c) Fix, impose and collect rentals and license fees relative to any or all business or exhibitions carried on in the buildings or involving the use of facilities in connection therewith; make rules and regulations which shall govern all such business and exhibits and all persons coming into or upon the premises owned or occupied by the authority, and provide and enforce penalties and liquidated damages relative to breaches of such rules and regulations and any leases or contracts entered into. * NB Repealed October 6, 2009
