Section 1172. Board of certification

There shall be in the office of
  collective bargaining a board of certification, which shall  consist  of
  the  impartial  members  of  the  board  of collective bargaining.   The
  chairman of the board of  certification  shall  be  the  person  who  is
  chairman of the board of collective bargaining.
