Section 1119. Action of boards

Except as otherwise provided by law: 1. Whenever any act is authorized to be done or any determination or decision made by any commission, board or other body, the act, determination or decisions of the majority of the commission, board or other body shall be held to be the act, determination or decision of the commission, board or other body. 2. A majority of the members of any commission, board or other body shall constitute a quorum of such commission, board or other body. 3. Each commission, board or other body may choose at its own pleasure one of its members who shall be its president and one who shall be its treasurer and may appoint a secretary or chief clerk within the appropriation therefor.
