Section 25.03. Financial support and disbursement of funds

(a) In accordance with the provisions of this article, the office may provide financial support to a substance abuse program or a local agency up to one hundred per centum of the operating costs of such program or agency, and either fifty per centum of the capital cost or fifty per centum of the debt service, for approved services by way of advance or reimbursement, through contracts entered into between the office and such program or agency, upon such terms and conditions as the office shall deem appropriate, except as provided in section 25.07 of this article, provided, however, that, upon issuance of an operating certificate in accordance with article thirty-two of this chapter, if required, the office shall provide financial support for approved chemical dependence services in accordance with article twenty-six of this title. (b) Financial support by the office shall be subject to the approval of the director of the budget. (c) All federal financial assistance granted or allocated to the office by the United States shall only be paid out on the audit and warrant of the comptroller on the certificate of the commissioner or his authorized representative.
