Section 23. Appropriation bills, how referred

Latest version.

All bills that involve any
  appropriation from the treasury of the state,  when  introduced  in  the
  senate,  shall  be  referred  to  the  committee  on  finance,  and when
  introduced in the assembly, shall be referred to the committee  on  ways
