Section 803. Witnesses; production of documents; subpoenas and commissions

  • A board of inquiry shall have power, if and to such  extent  as  may  be
      authorized  by  rules made under this article, to require any person who
      appears to the board to have any knowledge of the subject matter of  the
      inquiry  to furnish in writing or otherwise such particulars in relation
      thereto as the board may require, to issue subpoenas for and compel  the
      attendance  of witnesses and the production of books, contracts, papers,
      documents and other evidence, and to administer oaths and take testimony
      and take or cause to be taken depositions of witnesses  residing  within
      or  without  this  state.  A subpoena issued under this section shall be
      regulated by the civil practice law and rules. Subpoenas and commissions
      to take testimony shall be issued under the seal of the department.
