Section 219-A. The New York state judicial institute

  • 1. There shall be
      established a New York state judicial institute (hereinafter referred to
      in this section as the "institute"). This institute  shall  serve  as  a
      continuing statewide center for the provision of education, training and
      research  facilities  for  all  judges and justices of the unified court
      system.
        2. The chief administrator of the courts may enter into  an  agreement
      jointly  with  the  dormitory authority and with any other person, firm,
      association, corporation or agency pursuant to which facilities for such
      institute shall be constructed  or  otherwise  provided  and  thereafter
      maintained.  The  maximum  amount  of  bonds that may be issued for such
      institute  is  sixteen  million  one  hundred  five  thousand   dollars,
      exclusive  of  bonds issued to fund any reserve fund or funds, pay costs
      of issuance and refund bonds. Expenses of the unified  court  system  in
      relation  to this agreement shall be paid out of funds appropriated from
      the court facilities incentive  aid  fund  to  the  judiciary  for  that
      purpose.
        3.  Except  as  otherwise  provided  in  the  agreement  specified  in
      subdivision two of  this  section,  the  institute  shall  be  deemed  a
      court-related  agency  of the unified court system and shall be operated
      by nonjudicial employees thereof.
