Section 101. The clerk

1. The clerk of the tribe shall receive all moneys belonging to such tribe, including moneys due from the state and due on any tribal lands leased by the tribe for its benefit. He shall pay out moneys only upon the warrant of a majority of the chiefs of the tribe, which warrant the clerk shall retain as a voucher. At least five days before the annual election, he shall report to the council an account of the moneys received and expended by him with the vouchers for such expenditures. He shall be entitled to receive for his services an amount to be fixed by the majority of the chiefs of the tribe, payable out of moneys disbursed by him. 2. The clerk, after setting aside sufficient funds for disbursements required to be made by law shall pay to individual members or heads of families of the tribe the per capita shares of tribal members in such annuity money unless, at a general meeting of the qualified voters of such tribe duly called and held during such year and prior to the distribution of such money, a majority of the qualified voters shall approve the expenditure of all or part of such moneys for one or more tribal projects, in which event the amount or amounts so approved for payment on account of such project or projects shall be paid in accordance with such vote and any balance of such annuity money remaining shall be added to the tribal funds.
