Section 922-E. Village of Wayland industrial development agency

  • For the
      benefit of the Village  of  Wayland  and  the  inhabitants  thereof,  an
      industrial  development  agency,  to  be known as the VILLAGE OF WAYLAND
      INDUSTRIAL  DEVELOPMENT  AGENCY,   is   hereby   established   for   the
      accomplishment  of  any or all of the purposes specified in title one of
      article eighteen-A  of  this  chapter.    It  shall  constitute  a  body
      corporate  and politic, and be perpetual in duration.  It shall have the
      powers and duties now or hereafter conferred by  title  one  of  article
      eighteen-A  of  this  chapter  upon  industrial development agencies and
      provided that the exercise of the powers by such agency with respect  to
      the  acquisition  of  real property whether by purchase, condemnation or
      otherwise, shall be limited to the corporate limits of  the  village  of
      Wayland  and that part of the town of Wayland which is two thousand feet
      east, six hundred feet south and continguous to said village,  and  such
      agency  shall  take  into  consideration  the  local zoning and planning
      regulations as well as the regional and  local  comprehensive  land  use
      plans.    It shall be organized in a manner prescribed by and be subject
      to the provisions of title one of article eighteen-A  of  this  chapter.
      Its  members  shall be appointed by the governing body of the Village of
      Wayland. The  agency,  its  members,  officers  and  employees  and  its
      operations  and  activities  shall  in  all  respects be governed by the
      provisions of title one of article eighteen-A of this chapter.
        In addition to the powers and duties now and hereafter conferred  upon
      industrial  development  agencies pursuant to article eighteen-A of this
      chapter, the agency shall have the power to acquire, own,  rent,  lease,
      convey  or  otherwise  dispose  of  any  interests  in  real property or
      improvements therein, including, without limitation, streets and  roads,
      sewers,  storm  drains,  lighting, sidewalks and necessary appurtenances
      thereto, which in the judgment of the agency will  serve  to  permit  or
      make  possible  the  construction  of residential housing units or other
      facilities which will promote and maintain sound commerce  and  industry
      and  the  agency  shall  be  authorized  to  issue  bonds  or  notes  in
      furtherance of these powers.
