Section 159-C. Functions, powers and duties of the state fire administrator with respect to the fire fighting personnel standards and education commission

In addition to the functions, powers and duties otherwise provided by this chapter, the state fire administrator shall, with the general advice of the fire fighting and code enforcement personnel standards and education commission, and, in the case of subdivisions one, two and three of this section, only in accordance with rules and regulations promulgated by the governor pursuant to section one hundred fifty-nine-d: 1. Approve fire and code enforcement training programs for fire fighters and code enforcement personnel and issue certificates of approval to such programs, and revoke such approval or certificate; 2. Certify, as qualified, instructors for approved fire and code enforcement training programs for fire fighters and code enforcement personnel and issue appropriate certificates to such instructors; 3. Certify fire fighters and code enforcement personnel who have satisfactorily completed basic training programs and in-service training programs, and issue appropriate certificates to such fire fighters and code enforcement personnel; 4. Cause studies and surveys to be made relating to the establishment, operation, effectiveness and approval of fire and code enforcement training programs; 5. Cause studies and surveys to be made relating to the completion or partial completion of training programs by video or computer to the maximum extent practicable; 6. Consult with and cooperate with the state university of New York and private universities, colleges and institutes in the state for the development of specialized courses of study for fire fighters and code enforcement personnel in fire science, fire administration and code enforcement; 7. Report to the commission at its regular meeting and at such other times as may be appropriate.
