Section 9-D. Enforcement of section two hundred ninety-six-a of the executive law

In  addition  to  the   powers   conferred   upon   the  superintendent  of  banks  by this chapter, he shall enforce section two
  hundred ninety-six-a of the executive law by taking such  action  as  is
