Section 28-112.9.8. Standing to challenge

No  such  challenge may be made
  except by (i) the owner of the property, or (ii) a mortgagee  or  lienor
  whose  mortgage  or  lien  would, but for the provisions of this section
  28-112.9, have priority over the department's lien.
