Section 27-104. Interpretation

This code shall be liberally interpreted to
  secure the beneficial purposes thereof. Any  conflict  or  inconsistency
  between  the  requirements of this code and applicable state and federal
  laws and regulations shall be resolved in favor of the more  restrictive
