Section 27-778. General requirements

No  required ventilating system, no
  voluntary air duct system containing smoke detection or fire  protection
  devices  that  are  required  by  this  subchapter, and no refrigeration
  system shall be placed in  operation,  until  it  has  been  tested  and
  inspected  in  accordance  with  the requirements of this subchapter and
  until an equipment use permit  has  been  issued  by  the  commissioner,
  except as hereinafter provided.
