Section 20-405. Exceptions

a. The provisions of this subchapter shall not
  apply to any employee of  any  city,  state  or  federal  department  or
  agency, who is acting within the scope of his or her employment.
    b. The provisions of this subchapter shall not apply to attorneys duly
  admitted to practice law in the state of New York.
