Section 20-385. Legislative declaration

It  is  the  purpose of the city
  council in  enacting  this  subchapter  to  safeguard  and  protect  the
  homeowner  against  abuses and fraudulent practices by licensing persons
  engaged in the home improvement, remodeling and repair business.
