Section 20-377. Inspection of horse-drawn cab

A vehicle shall be licensed as
  a  horse-drawn cab only after it shall have been examined and inspected.
  The commissioner shall refuse  a  license  to,  or  if  already  issued,
  suspend  the  license  of  any  horse-drawn  cab  found  to be unfit for
