Section 15-119. Reimbursement for loss of property while in performance of duty

Whenever any member of the  uniformed  force  of  the  department,  while  in  the actual performance of his or her duty, shall lose or have
  destroyed any of his or  her  personal  belongings,  and  shall  present
  satisfactory  proof  thereof  to  the commissioner, such member shall be
  reimbursed to the extent of the loss sustained, at the  expense  of  the
