Section 13-328. Contributions of improved benefits plan members and their use; annuity reserve fund

The annuity reserve fund shall  be  the  fund  from  which  shall  be  paid  all  annuities and all benefits in lieu of
  annuities, payable to or on account of improved benefits plan members as
