Section 37.11. Prevention of personal injuries at carnivals, fairs and amusement parks

The commissioner  of  labor  may  make  rules  guarding  against  personal  injuries  in  the  assembly,  disassembly  and use of
  amusement devices and  temporary  structures  at  carnivals,  fairs  and
  amusement  parks  to  persons  employed  at  or to persons attending the
  carnivals, fairs and amusement parks  where  the  carnivals,  fairs  and
  amusement  parks are located outside the city of New York, and where the
  carnivals, fairs and amusement parks are located within the city of  New
  York,  the  department of buildings of the city of New York may make and
  enforce such rules.
