Such commissioner shall have power, upon complaint of any citizen or on his own initiative, to investigate the business, business practices and business methods of any such licensee if in the opinion of such commissioner such investigation is warranted. Each such licensee shall be obliged, on request of such commissioner, to supply such information as may be required concerning his business, business practices or business methods. Each owner, operator, producer, manager or employee of any theatre, theatrical company, place of amusement or entertainment, or other place where public exhibitions, games, contests or performances are held shall also be obliged, on request of such commissioner, to supply such information as may be required concerning the business, business practices or business methods of any licensee. Such commissioner, in enforcing this article, shall have the power to promulgate such rules and regulations as may be deemed necessary for the protection of the public. * NB Effective May 16, 2010
